CE certification project implementation

What is CE MARK?

European countries have great differences in language, writing, currency, law, and system. Therefore, they decided to carry out unified integration work, with a view to having the same language, currency, etc. in the future. In terms of mechanical operation safety, CEN was also established. (European Standards Committee), CENELEC (European Electrical Standards Committee), to establish common mechanical safety standards, machinery used by people in Europe, whether manufactured in Europe or manufactured in foreign countries and sold to Europe Machinery must comply with the relevant European standards, and the CE mark must be attached to the mechanical body to indicate that the machine meets safety standards before it can be legally sold and used in Europe. Must comply with those regulations before you can stick the CE mark?

Industrial machinery must comply with the relevant Directive and Standard, such as the Machinery Directive, 89/392/EEC, 91/368/EEC, 93/44/EEC, 93/68/EEC, etc. ,

1. Low voltage command 89/23/EEC

2. Electromagnetic Interference Command 89/336/EEC

3, EN292 basic concept specification of mechanical design
4, EN60204-1 industrial machinery electrical equipment safety specifications
5, EN349 human body squeezed the minimum safe distance
6, EN294 upper limbs to avoid contact with dangerous areas of safe distance specifications
7. Safety specification for design and manufacture of EN201 rubber and plastic injection molding machine
Among them, in the mechanical safety directive, the machinery is divided into two categories - dangerous machinery and non-hazardous machinery. As for those dangerous machinery, the machinery listed in Annex 4 of the Machinery Directive must be paged by page.

For dangerous machinery, it must be inspected by the Notify Body before it can be attached to the CE mark. Other non-hazardous machines can stick to the CE mark in a self-declared manner. General industrial machinery and European standards CE standards, there may be those that do not meet, but must be improved?

If there is no conformity with CE, it can be divided into two categories:

1. Mechanical operation safety part:

The CE mark places special emphasis on the safety of the operating machinery personnel, so all hazards that may occur must be improved to reduce or reduce the risk of operation. This argument can be done in three directions.

A. From the way of design change, redesign the place where the danger will occur, so that there is no danger of mechanical operation.

B. It is possible to isolate the operator and mechanical hazards by installing a safety shield.

C. If neither of the above methods can be solved, the warning sign can be designed to warn the operator not to touch the dangerous mechanism.

To sum up the above three arguments a, b, and c, the general machinery manufacturer must pay special attention to the fact that when installing a safety shield, the severity of the danger and the frequency of occurrence must be considered to determine whether it is fixed, adjustable or movable. Type guards, the cost of the three types of guards is different, the most stringent requirements should be met at the lowest cost, and warning signs may be attached to the outside of the machine, using simple and clear graphic text plus "DANGER" or "WARNING" Or the warning word of “CAUTION” to remind the operator to avoid injury. For the warning pattern, please refer to British Standard BS 5378 and ISO 7000.

2. Electronic control system part:

For general industrial machinery, when applying for CE mark certification, the big change is in the electronic control system. As early as 1992, the European body announced EN60204-1, which can be said to apply for CE MARK's Bible. It is a summary of this standard:

a, all electrical components must comply with the relevant standards of EN or IEC For example: the motor must comply with IEC34-1, the limit switch must comply with EN60947-4-1, the transformer must comply with EN60742...etc.

b. Three-phase power supply is marked L1, L2, L3. The grounding wire must be added and PE marked. Other related electrical components must be grounded and grounded on a separate copper plate.

c, power circuit, control circuit, transformer, etc. must have overcurrent protection (General) is the fuse (Fuse) protection.

d. Motor components with rated power exceeding 0.5KW must have overload protection.

e General control circuit must have a transformer, unless the following conditions of the electronic control system do not need a transformer: only a single motor power is less than 3KW, up to only 2 external control components.

f, man-machine interface (control panel), not less than 0.6 meters, and must have IP54 level of dust and water protection, the ON switch is indicated by 1 and the OFF switch is indicated by 0.

g, the control box must be open to at least 95 °, and IP54 level protection, but the motor body only needs IP23 level.

h, wiring practice, one terminal and one wire, AC, DC power circuit line with black, AC control line with red, DC control line with blue.

i, the motor must comply with IEC34-1, and marked with lightning, must have a chrome card to indicate the relevant specifications.

J. Complete technical documentation, including installation drawings, circuit diagrams, operating instructions, maintenance manuals, and electrical component meters.

k, must have relevant test reports, such as: grounding continuity test, insulation test, withstand voltage test, electromagnetic disturbance test, etc.

National Product Safety Marks Summary Identification

European Community CE Certification Mark The European Common Market Safety Mark is a mark that claims that a product complies with the relevant EU directives. The use of the CE mark is a mandatory requirement for members of the European Union to sell products. At present, the EU has issued 17 types of product directives, mainly including: toys, low-voltage electrical appliances, medical equipment, telecommunications terminals (telephones), automatic weighing instruments, electromagnetic compatibility, machinery, etc.

The German GS Safety Certification Mark is a European certification mark that is authorized by the government to be implemented by a special TUV legal person. Uses: household products, audio and video equipment, lamps, power tools, hand tools, communications office equipment, mechanical products, fitness equipment.

North American CSA Certified Safety Mark The Canadian Standards Association is Canada's largest safety certification body and one of the world's most recognized safety certification bodies. CSA provides safety certification for the same type of products in environmental protection, electrical appliances, machinery, office equipment, computer equipment, etc.

German VDE certified safety mark VDE is a famous German testing institution, directly involved in the development of German national standards. Like the UL VDE logo, only VDE can authorize the use of the VDE logo. The VDE test can also issue the EMC mark and the VDE-GS mark in addition to the traditional electrical parts, wires and cables, plugs and other certifications.

Nordic Nordic safety certification mark Uses: industrial equipment, mechanical equipment, communication equipment, electrical products, personal protective equipment, etc., household products.

US UL certification safety mark Uses: information technology equipment, communication equipment, household products, audio-visual supplies, electronics, power, cable and wire, plastics, automotive, industrial control equipment, medical and experimental equipment, parts lighting and other industries.

International EMC EMC certification The CETECOM-EMC logo tests and tests equipment according to the European Community Electromagnetic Compatibility Directive and the German EMC regulations. All electrical and electronic products must pass EMC certification before they can enter the EU. Uses: All kinds of electrical and electronic products, including household and industrial products.

German TUV logo electromagnetic compatibility certification mark German parts product certification mark, use: electrical components, such as: power supplies, transformers, dimmers, relays, connectors, plugs, wires and other mechanical products, parts and sports equipment parts.

CE MARKING announcement flow chart
Conclusion
After the general machinery manufacturers obtain CE MARK, the products can be sold to the European Community. The early European Community is limited to Western European countries. In the future, the Eastern European Communist countries will join the European Community. The market will nearly double, and the national income and wages are lower. It will be a big niche for Taiwanese machinery manufacturers.

In addition, if the machinery industry can pass the CE MARK certification, it will definitely improve the safety and reliability of the products, that is, to enhance the added value and competitiveness. While the wages in Taiwan are rising, the machinery industry may wish to pass the CE MARK certification. Improve product sales channels and added value.
