Process hazard analysis is the work of an organized, systematic process analysis team to identify hazards that are not yet discovered in the process. Each stage of process hazard analysis is a stage of brainstorming and creativity. Process safety information is the basis and key to process hazard analysis. If process safety information cannot be fully collected and managed, process hazard analysis will not be fully and comprehensively carried out.
1. Process hazard analysis starts
The process hazard analysis is generally carried out every 3 years and is completed by a process hazard analysis team composed of technical personnel from the process, equipment, instrumentation, etc., mainly to carry out the following work:
( 1 ) Develop risk analysis objectives and expected results;
( 2 ) Select team members and estimate their contribution;
( 3 ) For the implementation of PHA , it is required to review the process safety information in detail and assess the accuracy of the process safety information;
( 4 ) selecting the process hazard analysis method or selecting the indicators used;
( 5 ) determine the scope of the analysis that needs to be performed;
( 6 ) Prepare a process hazard analysis program.
2. The scope of process hazard analysis
The scope of process hazard analysis should generally include the following:
( 1 ) Planning, design and construction, commissioning, operation and other stages;
( 2 ) regular and unconventional activities;
( 3 ) accidents and potential emergencies;
( 4 ) All activities of personnel entering the workplace;
( 5 ) The transportation and use of raw materials and products;
( 6 ) Facilities, equipment, vehicles, and safety protection articles at the workplace;
( 7 ) Discard, discard, dismantle and dispose of;
( 8 ) the surrounding environment of the enterprise;
( 9 ) Climate, earthquakes and other natural disasters.
3. Content of process hazard analysis
The contents of the process hazard analysis include the following:
( 1 ) the intrinsic safety and risk level of the process technology;
( 2 ) risks that may exist in the process system;
( 3 ) The review of the incidents that have occurred that may lead to serious consequences, the engineering measures to control the risks, the management measures and the consequences of their failure;
( 4 ) The extent to which on-site facilities and human factors may cause impact on personnel safety and health after being out of control;
( 5 ) Risk analysis of in-service devices should also focus on reviewing changes, accidents and serious incidents in the enterprise or in the same industry.
