In recent years, driven by the global photovoltaic industry, China's polysilicon industry seized opportunities and developed rapidly, breaking the blockade of polysilicon production technology in developed countries. According to the comprehensive statistics of China Electronic Materials Industry Association, China's polysilicon production reached 82,768 tons in 2011, and its production capacity reached nearly 150,000 tons by the end of 2011. From 2006 to 2011, China's polysilicon production increased from 186 tons to 83,000 tons. More than 400 times.

Since 2011, affected by the European debt crisis, European countries have greatly reduced policy subsidies, and the photovoltaic industry has been greatly impacted and entered a new round of adjustment period. The upstream polysilicon industry has also been affected. The price of polysilicon has been reduced from US$80/kg at the beginning of last year to around US$25/kg.

In 2007-2008, when polysilicon was in short supply, the import price was as high as $500/kg. With the release of polysilicon production capacity in China, polysilicon enterprises from the United States and South Korea began to push down prices and export to China from 20,000 tons in 2009 to 47,500 tons in 2010 to 64,600 tons in 2011.

At present, the actual production of domestic polysilicon is still much smaller than the domestic market demand, but the surge in imported products is squeezing the domestic market. According to customs statistics, from January to May 2012, China imported a total of 34,000 tons of polysilicon, including 14842 tons of polysilicon imported from the United States, with imports increasing by 94.6% and average prices falling by 67.2%. Imports of polysilicon from South Korea were 8064 tons. 13.9%, the average price decreased by 59.2%.

China is the largest exporter of polysilicon in the United States and South Korea, and the demand for domestic polysilicon in the two countries is small. Judging from the survey, the huge subsidies of the US government have stimulated the rapid growth of production capacity and output of polysilicon manufacturers, making their production costs far below normal levels, directly leading to a surge in US polysilicon exports to China, bringing no benefit to China's polysilicon industry. Fair competition.

Affected by low-priced imported products, China's polysilicon industry's profits have fallen sharply, and inventory backlogs are serious. Of the more than 40 polysilicon enterprises that have been put into production in China, only 7 or 8 are still in production, and the rest have closed production lines. Capacity utilization has fallen sharply, many workers have been laid off, and the entire industry is facing a severe crisis of survival.

The “double-reverse” investigation of polysilicon in the United States and the anti-dumping investigation conducted by South Korea are aimed at protecting and promoting the development of polysilicon enterprises with certain strength that have grown up in China, so as to further effectively solve the dependence on imports of raw materials in the “two-outside” of China's photovoltaic industry. The status quo; is also the support and protection of China's renewable energy strategic industry, providing a fair trade competition environment for the development of China's polysilicon industry.

In recent years, the great development of China's photovoltaic industry, the contribution of the domestic polysilicon industry is huge, not only basically solves the problem of dependence on imports of raw materials, but also alleviates the overall situation of global polysilicon raw materials. In 2011, China's total polysilicon production capacity was close to 150,000 tons, and the output reached 83,000 tons. China has become a global polysilicon producer, with four companies ranked among the top 10 in the world, and its output accounts for more than 70% of total domestic production. In 2012, domestic polysilicon supply is expected to be more than 100,000 tons. If polysilicon prices return to normal rational range, domestic polysilicon supply will be more.

However, it should also be noted that 80% of the polysilicon enterprises in China are currently out of production, and most of the enterprises' technical level needs to be improved. At present, their production costs are much higher than those of foreign companies or domestic manufacturers. Therefore, even if the price rebounds, the pressure on the adjustment of the domestic industrial structure will not decrease too much, and the elimination of backward market mechanisms and industrial development trends will not change. Improving product quality and reducing production costs are still the most serious challenges facing the polysilicon industry.

On July 20, the Ministry of Commerce announced that it will conduct an anti-dumping and countervailing investigation on imported solar grade polysilicon originating in the United States from now on, and conduct anti-dumping investigations on imported solar grade polysilicon originating in South Korea. Once the anti-dumping investigation of polysilicon is established, punitive tariffs will be imposed on the United States and South Korea.

China's polysilicon industry is still developing. If it is effectively protected, the production capacity of globally competitive enterprises will be further released. The supply of polysilicon is still sufficient, and the demand for polysilicon in China's photovoltaic industry will also be met. In the long run, the price of polysilicon in China's market will stabilize at a reasonable level.

Therefore, in the face of unfair trade infringement, the trade of domestic polysilicon industry will help the healthy and orderly development of China and the global photovoltaic industry.
