In order to further strengthen the electric power demand side management work and thoroughly implement the national strategy for energy conservation and emission reduction, a few days ago, the six ministries and commissions including the National Development and Reform Commission and the Electricity Regulatory Commission jointly issued the “Power Demand Side Management Measures.” This is another important guiding document for China's power demand side management after the Development and Reform Commission and the China Electricity Regulatory Commission issued the "Guiding Opinions on Strengthening Demand Side Management" in 2004.

The "Measures" defines the definition of power demand side management and defines the responsible party and implementation subject of the power demand side management work. That is, the National Development and Reform Commission is responsible for the national power demand side management work. The power grid company is an important implementation subject of the power demand side management work. Conduct work and provide convenience for other parties. On this basis, the "Measures" proposed sixteen management measures and incentive measures for power demand side management. It is worth mentioning that the 16 measures proposed in the Measures include both qualitative and quantitative measures, such as the annual power consumption saving targets for grid companies in various provinces (autonomous regions and municipalities directly under the Central Government) and the power of grid companies. Load monitoring capabilities, etc., The provisions of these quantitative indicators have greatly increased the operability of the "measures" and will greatly promote the smooth development of the power demand side management.
